Route 7 & 690 Interchange Project Holds Groundbreaking Ceremony

On May 1st, 2026, a Groundbreaking Ceremony was held for the Route 7 & 690 Interchange Project to signify the project’s official kickoff. Representatives from Loudoun County, Shirley, Dewberry, other local officials, and the general public were in attendance.
The Project, located in Purcellville, Virginia, modifies the existing Route 690 (Hillsboro Road) overpass of the Route 7 Bypass to construct a grade-separated barbell-style interchange. Work consists of adding a new bridge over Route 7, roundabouts on either side of the bridge, acceleration/deceleration lanes at Route 7, and widening of Route 7 and its two bridges over Catoctin Creek. Project completion is scheduled for 2028.

Groundbreaking Ceremony Held for Devlin Road Widening Project

A Groundbreaking Ceremony to kickoff construction for the Devlin Road Widening project was held on April 24, 2026, with officials from Prince William County, Virginia Department of Transportation (VDOT), Northern Virginia Transportation Authority (NVTA), Rinker Design Associates, LLC, and Shirley in attendance. The project will widen Devlin Road from a 2-lane undivided to a 4-lane divided roadway between Jennell Drive and University Boulevard with raised medians, curb and gutter, sidewalk, and a shared use path. Soundwalls on top of retaining walls will also be constructed. Work is scheduled for completion by mid-2028.

Rockland Road Bridge
Construction on Rockland Road bridge is ahead of schedule

The Rockland Road Bridge could open later this month — Shirley’s team is significantly ahead of schedule. The Project includes the construction of a grade-separated crossing over the Norfolk Southern Railroad (NSRR) on Route 658 (Rockland Road) in Warren County, near Front Royal and the Virginia Inland Port. The project also includes improvements to roadway approaches on Route 658 and realigns part of Route 705 (Fishnet Boulevard), the entrance to Rockland Park.

Shirley Receives HCCA Infrastructure Award for the Boundary Channel Drive at I-395 Project

Congratulations to the Boundary Channel Drive at I-395 Interchange Shirley Project Team for receiving the Heavy Construction Contractors Association (HCCA) Infrastructure Award in the $10M-$20M category! 

This VDOT design-build Project reconfigured the existing full cloverleaf interchange of Boundary Channel Drive and Interstate 395 in Arlington County, Virginia, to a partial cloverleaf interchange by eliminating redundant loop ramps and building two new roundabouts on either side of Interstate 395. Positioned between the Pentagon and Reagan National Airport, and just across the Potomac River from the District of Columbia, the Project introduced critical upgrades to an interchange that had been neglected since the 1960s.

Chesterfield County Selects Shirley Contracting Company, LLC as the Lead Contractor for the Western Area Infrastructure Improvements Project. Dewberry Engineers Inc. will serve as the Lead Designer.

    • Construction of a four-lane roadway alignment connecting Duval Road to Westerleigh Parkway, including a bridge over Horsepen Creek providing access to three new public schools;
    • Widening a section of Duval Road from two to four lanes between the new roadway and Otterdale Road to improve the vertical alignment, shoulders, ditches and stormwater management facilities;

Shirley’s Big Beam Weekend on the I-495 Express Lanes Northern Extension (495 NEXT) Project

In late January of 2025, crews worked 54 consecutive hours over a single “Big Beam Weekend” to install 10 massive girders across Interstate 495 in Virginia, with the largest girder spanning 295 feet. This impressive work is a key part of the comprehensive I-495 Express Lanes Northern Extension (495 NEXT) project, a public-private partnership between the Virginia Department of Transportation (VDOT) and Transurban. The project will alleviate congestion and enhance safety for one of the nation’s busiest highways through a two-and-a-half-mile extension of the express lanes from the Dulles Corridor to the George Washington Memorial Parkway. Loudoun County, in partnership with the Northern Virginia Transportation Authority (NVTA), invites members of the public to attend a ribbon cutting ceremony October 28, 2024, to mark the completion of the county’s project to reconstruct and widen Belmont Ridge Road from Truro Parish Drive to Croson Lane.

The event is scheduled for Monday, October 28, 2024 at 3:30 p.m. at Edgar Tillett Memorial Park, 21561 Belmont Ridge Road in Ashburn.

Commonwealth Transportation Board Awards Contract for I-81 Southbound Widening

The Commonwealth Transportation Board (CTB) on Oct. 22 awarded a $58.6 million contract to Shirley Contracting Company LLC of Lorton, Virginia, to widen about four miles of Interstate 81 southbound near Strasburg. This project is part of the I-81 Corridor Improvement Program (CIP) to unlock I-81 by enhancing safety and reliability, reducing congestion and supporting economic growth.
