Founded by Robert E. “Bob” Post on April 10, 1974, Shirley Contracting Company, LLC is excited to celebrate 50 years of excellence in the transportation and heavy civil industry. Over this time, we have built many transportation, heavy civil, and site projects throughout the Mid-Atlantic region. We take pride in building infrastructure that improves our communities.

We would like to thank all of the Shirley team, our friends and our business partners over the years that have been a part of helping make us successful. Enjoy our 50th Anniversary video to commemorate this great milestone.

Timeline to 50 Years

1970’s

1974: On April 10th, Robert E. “Bob” Post founded Shirley Contracting Corporation in Arlington, Virginia as a heavy civil general contractor. The “Shirley” name was derived from the Shirley Highway and the original “Mixing Bowl” project that Mr. Post previously completed.

1974: Shirley’s first project was the George Washington Memorial Parkway Bridge Over Four Mile Run.

 

1980’s

1980: Shirley begins construction of our new headquarters in Lorton, Virginia. The new office officially opened its doors on December 29, 1981 and remains in that location today.

1986: Shirley founded Virginia Paving, Inc., housed in the Loudoun Quarry, to perform asphalt paving in the Northern Virginia region until its sale in 1992.

1990’s

1992: Sadly, on July 29th, Mr. Post passed away after a short illness. Michael E. “Mike” Post, Bob’s son, rejoins the company as Vice President.

1993: Shirley becomes a subsidiary of OMNI Construction, Inc.

1996: Mike Post becomes President and Chief Executive Officer.
OMNI and The George Hyman Construction Company merge
to become The Clark Construction Group.

1998: Shirley wins its first $100 million project, the I-95 Springfield
Interchange Phase II/III project, followed two years later by
the $117 million Phase IV project.

1999: Metro Earthworks is established to focus on site excavation
and grading in the D.C., Maryland and Virginia markets.

2000’s

2002: Shirley changes its name to Shirley Contracting Company, LLC. Shirley wins its first design-build project, the Pentagon Remote Delivery Facility (RDF) Secure Access Lane, to provide security and blast protection post 9/11. Shirley is awarded the first Public-Private Transportation Act (PPTA) Project in Northern Virginia – the Route 28 Corridor Improvements project. When completed in 2020, the design-build project constructed 10 interchanges, 14 miles of widening of Route 28 to 8 lanes, and numerous secondary road improvements. A total of 15 signalized intersections were removed from the corridor, transforming Route 28 to a freeway.

2008: Shirley wins its largest project to date, the over half-billion dollar InterCounty Connector (ICC) Contract ‘C’, located in Montgomery and Prince George’s Counties, Maryland.

2010’s

2011: Shirley wins the second of four contracts for the InterCounty
Connector (ICC), Contract D/E.

2018: Shirley Underground is established to focus on
hydro-excavation, test-pitting, pipe cleaning, and slip-lining
services in the Mid-Atlantic market.

2019: Gregory S. “Greg” Smith becomes President. Mike Post
continues in the role of Chief Executive Officer.

 

2020’s

2023: Kelvic Construction merges with Shirley to expand
underground and utility capabilities.

2024: Shirley celebrates its 50th Anniversary milestone. Metro
Earthworks reaches its 25th Anniversary milestone.
